Eligible applicants include workers who previously applied for PR through regional streams such as the Provincial Nominee Program (PNP) and have been living in a smaller Canadian community for at least two years, according to an IRCC press release dated May 4, 2026.
The government is targeting several streams for accelerated processing: PNP, the Atlantic Immigration Program (AIP), Community Immigration Pilots, Caregiver Pilots, and the Agri-Food Pilot. IRCC says this pathway will grant PR to applicants across in-demand sectors in rural areas and communities facing labor gaps.
Importantly, applicants do not need to take any action; IRCC will process eligible applications from existing inventories.
Between January 1 and February 28, 2026, IRCC granted PR to 3,600 workers under the initiative. The government remains on track to reach at least 20,000 approvals in 2026, with the remaining transitions expected in 2027.
Analysts view the program as a push to anchor workers in smaller communities, helping address regional labor shortages while reducing Canada’s temporary-resident population. The TR-to-PR pathway signals a broader shift toward regional immigration.
