Canada Unveils New Immigration Pathways for Hong Kong Residents Amid Rising Concerns

Maple News reports that Canada has announced two new immigration pathways specifically designed for Hong Kong residents and expanded measures for asylum seekers, reinforcing its commitment to supporting human rights and strengthening ties amidst political unrest in Hong Kong.

On November 12, Immigration Minister Marco Mendicino introduced the new initiatives, which align with Canada’s 2021–2023 Immigration Levels Plan. These developments come in response to escalating concerns over Hong Kong’s national security law, implemented by China on June 30, 2020. The law, which broadly defines crimes such as secession and collusion with foreign entities, has sparked widespread international criticism for undermining civil liberties.

As part of this effort, Immigration, Refugees and Citizenship Canada (IRCC) will provide an open work permit valid for up to three years to recent graduates from post-secondary institutions in Hong Kong. This work experience could count toward eligibility for permanent residency through existing programs such as Express Entry, or via new dedicated immigration pathways for Hong Kong youth.

To qualify for this open work permit, applicants must have completed a post-secondary education program within the last five years, either in Canada or abroad. Spouses, common-law partners, and dependent children of applicants can also be eligible for accompanying study or work permits. The IRCC expects to launch this program in the near future.

In 2021, two new permanent residence streams will further open opportunities for former Hong Kong residents. The first stream will target individuals with at least one year of authorized Canadian work experience who meet minimum education and language requirements. The second stream will apply to those who graduated from a Canadian post-secondary institution and wish to apply directly for permanent residence.

Both pathways will allow applicants to include their spouses, common-law partners, and dependent children in the application process.

In addition, expedited document processing will be available to Canadian citizens and permanent residents currently in Hong Kong looking to return to Canada. Immediate family members may also travel under existing exemptions but must adhere to Canada’s mandatory 14-day quarantine requirement upon arrival.

Currently, an estimated 300,000 Canadians reside in Hong Kong, forming one of the largest Canadian diasporas abroad. These new immigration avenues aim to offer safety, stability, and long-term opportunity for Hong Kong residents seeking a new life in Canada.
