Canada Moves to Make Early Access to Work Permits for Asylum Seekers Permanent

Maple News reports that Ottawa has moved to make permanent the option for asylum claimants to access work permits more quickly.

The initiative appears in draft amendments to the Immigration and Refugee Protection Regulations, published in the Canada Gazette on June 19, 2026.

Currently, asylum seekers qualify for a work permit only after their claim has been referred to the Refugee Protection Division.

The proposed changes would permit work permits for asylum claimants whose claims have been found eligible for referral before any referral to the RPD.

This early access to work permits has existed under a temporary public policy since November 2022, designed to help claimants support themselves while awaiting hearings. The policy remains in force but can be revoked at any time.

If enacted, the amendments would embed this provision permanently in Canada’s asylum framework.

The government has opened a 30-day consultation in the Canada Gazette, running through July 20, 2026. Following feedback, the government may revise the proposals; the finalized amendments will specify their effective date.

Analysts say the measure could reduce financial strain on asylum claimants and support smoother integration, but will require robust safeguards to protect workers and the integrity of the asylum system.
