Maple News reports that on December 18, 2025, the Manitoba Provincial Nominee Program (MPNP) extended 63 Letters of Advice to Apply (LAAs) to candidates under its Skilled Worker Stream. The invitations were issued through the program’s strategic recruitment initiatives, targeting individuals both within Canada and abroad.
The selected applicants were considered under three main pathways: Skilled Worker in Manitoba, Skilled Worker Overseas, and a Temporary Public Policy stream created to assist provincial nominee candidates with work permit facilitation. Notably, these individuals had indicated they were directly invited by the MPNP—an essential requirement under this draw.
The distribution of invitations highlights Manitoba’s ongoing commitment to addressing regional labor market needs and supporting the province’s demographic goals. Of the 63 invitations:
– 27 were issued to Francophone candidates,
– 10 through the Employer Services stream,
– 5 went to individuals from targeted Regional Communities,
– and 21 were allocated under the Temporary Public Policy initiative.
Francophone candidates were given strong consideration, in line with Manitoba’s efforts to strengthen its bilingual workforce. To qualify, these individuals needed to demonstrate French proficiency equal to or greater than English, backed by certified language tests.
The Employer Services stream specifically supports Manitoba businesses by helping retain workers who are already contributing to the local economy. Regional Community nominations favor smaller towns and rural areas outside Winnipeg, developed in consultation with local employers and settlement partners.
Of note, 8 of the 63 selected candidates had active Express Entry profiles—adding another potential pathway for federal immigration.
This draw also coincided with the final phase of Manitoba’s participation in the federal Temporary Public Policy program, which allowed certain provincial nominees to apply for two-year open work permits while awaiting permanent residency. The province finalized its support under this program on December 16, 2025.
Candidates who believe they were eligible but did not receive an invitation should review their Expression of Interest (EOI) profiles. Common issues include missing or expired language test results or the absence of a valid invitation number when claiming a strategic initiative ITA.
