Maple News reports that the Manitoba Provincial Nominee Program (MPNP) has issued 29 Letters of Advice to Apply (LAAs) under its Skilled Worker Stream, following a targeted draw held on October 31, 2025. The majority of invitations were extended to applicants already working in Manitoba on specialized work permits through a temporary public policy aimed at facilitating immigration.
This draw emphasized Manitoba’s strategic recruitment initiatives, which are designed in collaboration with employers, regional entities, and ethno-cultural and Francophone communities to fill critical labour shortages in the province. Of the 29 LAAs issued, 19 went to candidates who were benefiting from a public policy initiative that provides temporary work permits to prospective provincial nominees.
The distribution of LAAs by initiative was as follows: Temporary Public Policy (19), Employer Services (4), Francophone Community (3), Regional Communities (2), and Ethnocultural Communities (1). These numbers spotlight the province’s ongoing efforts to attract skilled individuals who are already integrated into the local labour market or have ties to specific communities.
Candidates were selected from the Skilled Worker in Manitoba and Skilled Worker Overseas pathways. All were directly invited based on strategic efforts to recruit talent most aligned with Manitoba’s current economic and demographic needs.
Interestingly, nine of the selected candidates had valid Express Entry profile numbers and job seeker validation codes, confirming the continued alignment between provincial nominations and Canada’s federal immigration system.
However, not all eligible candidates received LAAs. The MPNP noted that some expressions of interest were excluded due to technical issues, such as missing or expired language test results or invalid invitation numbers. These details are crucial for applicants who may have otherwise qualified.
