Quebec Begins Issuing Invitations Under New Skilled Worker Selection Program

Maple News reports that on July 17, the province of Quebec issued its first invitations under its newly revamped Skilled Worker Selection Program (Programme de sélection des travailleurs qualifiés, or PSTQ). The draw spotlighted individuals who are already residing in Quebec, with a strong focus on French-speaking candidates who either studied or worked in the province and are currently filling roles in sectors experiencing labour shortages.

The latest round of invitations targeted two of the program’s critical pathways: Stream 1, designed for highly qualified and specialized skills, and Stream 4, aimed at individuals demonstrating exceptional talent. This marks a significant step in Quebec’s efforts to tailor immigration more closely to its economic and linguistic priorities.

Under Stream 1, a total of 216 candidates were invited to apply for permanent selection. To be eligible, applicants needed to score at least 768 points, currently live in Quebec, and possess a relevant diploma from a Quebec institution. Qualifying diplomas included secondary vocational programs or college programs of at least 900 hours and university degrees with at least 30 credits.

Additionally, candidates needed to work in occupations classified under FEER categories 0, 1, or 2 and demonstrate at least 12 months of work experience in their primary field within the past five years. To align with Quebec’s language goals, candidates were required to showcase French oral proficiency at level 7 or higher and written proficiency at level 5 or higher. Spouses, where applicable, also needed to demonstrate basic oral French skills.

Stream 4 focused exclusively on individuals with exceptional talent. In this draw, 22 candidates holding a post-graduate diploma, specifically a doctorate, were invited to apply. This stream is designed to retain Quebec-trained international talent and researchers who can make significant contributions to the province’s innovation and knowledge economy.

The new Skilled Worker Selection Program reflects Quebec’s distinct approach to immigration, placing stronger emphasis on French language ability, local educational credentials, and alignment with the province’s labour market needs. These invitations reinforce the province’s goal of fostering long-term integration and economic contribution from immigrants who already demonstrate substantial ties to Quebec.

As the province strategically adapts its immigration framework, more draws are expected to follow, allowing Quebec to meet its evolving demographic and workforce demands while maintaining its cultural and linguistic identity.
