Manitoba Prioritizes International Graduates in Latest PNP Draw, Issues 492 Invitations

Maple News reports that Manitoba held its latest Expression of Interest (EOI) draw under the Manitoba Provincial Nominee Program (MPNP), issuing 492 Letters of Advice to Apply (LAAs) on June 26, 2025. The draw, officially listed as #248, demonstrated the province’s clear focus on retaining international graduates and strengthening community ties within Manitoba.

An overwhelming majority of the invitations—478 out of 492—were awarded under the International Education Stream. This stream targeted candidates who confirmed their eligibility and demonstrated strong connections to Manitoba through a close relative. Notably, the relative must be either a Canadian citizen or a permanent resident residing in Manitoba for a minimum of one year, reinforcing the province’s commitment to community-rooted immigration pathways.

In addition to prioritizing international graduates, Manitoba extended 14 invitations to candidates under its Skilled Worker Stream via strategic recruitment initiatives. These select candidates were invited across distinct categories, including Employer Services (5 invitations), Francophone Communities (5), Regional Communities (3), and Ethnocultural Communities (1). The lowest-scoring candidate in this stream had an EOI ranking of 712.

Importantly, 65 of the total invitations were issued to candidates with a valid Express Entry profile number and job seeker validation code. These individuals, if nominated, gain access to expedited federal processing and may benefit from a streamlined path to permanent residence.

This draw reflects Manitoba’s ongoing efforts to attract and retain talent that aligns with local economic and social priorities. By focusing on international graduates with deep provincial ties and skilled individuals from targeted communities, the province aims to build a more sustainable, community-driven immigration system.
