Canada Boosts Express Entry Allocations Despite Overall Immigration Cutbacks

Maple News reports that Canada’s recently updated Immigration Levels Plan includes a notable increase in permanent residency spots for Express Entry candidates in 2025—even as overall immigration targets are being reduced nationwide.

According to the plan, Immigration, Refugees and Citizenship Canada (IRCC) will admit 124,680 new permanent residents through Express Entry-managed programs in 2025. This represents a significant rise from the 117,500 target set for 2025 in last year’s plan and an even steeper increase from the 2024 target of 110,770. The expanded allocation focuses on two key groups: candidates currently living in Canada and those eligible for category-based draws.

This strategic shift suggests that while Canada is tightening its overall immigration intake, it is doubling down on immigration streams that align closely with its labour market needs. The Express Entry system—a points-based application management system—prioritizes skilled workers via three main economic classes: the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and Federal Skilled Trades Program (FSTP).

Candidates already residing in Canada, such as temporary workers or international graduates, are expected to see improved chances under this new target. Those eligible for category-based draws—introduced in 2023 to allow selection based on in-demand skills or sectors—also stand to benefit. These could include occupations in healthcare, trades, agriculture, and technology.

However, for applicants who don’t fall into these priority categories, including overseas candidates without Canadian work or study experience or those not matching the draw categories, the path to receiving an Invitation to Apply (ITA) through Express Entry may become more competitive in the coming year.

The revised plan reflects Canada’s evolving immigration strategy: attracting talent to fill critical labour gaps while managing settlement capacity more judiciously. The increase in Express Entry targets signals a clear message—the federal government continues to value skilled, economic-class newcomers, even during periods of broader intake adjustments.
