According to a recent report from Statistics Canada, the national labour force has seen a sharp dip following widespread retirements among baby boomers, individuals born between 1955 and 1965. This demographic shift has pushed Canada’s labour participation rate to its lowest level in over two decades—sitting at 65% between 2021 and 2023.
In response, both the federal and provincial governments are actively pursuing strategies to replenish the skilled labour pool. Alberta, in particular, is stepping up with a financial incentive program targeting experienced tradespeople willing to relocate to the province.
Effective April 2024, the Government of Alberta introduced the “Alberta is Calling” initiative. The program offers a one-time refundable tax credit of $5,000 to up to 2,000 eligible individuals working in skilled trades who move to Alberta between May 1 and December 31, 2024.
To qualify, applicants must:
– Be 18 years or older at the time of application
– Hold Canadian citizenship or permanent residency
– Relocate to Alberta between May 1 and December 31, 2024
– Be a tax resident of Alberta by December 31, 2024
– Reside in Alberta for at least 12 consecutive months prior to applying
This move is part of Alberta’s broader effort to address chronic shortages in its trades industry, which continues to lack enough qualified workers to meet market demands. Sectors including construction, electrical work, plumbing, and mechanical services are especially in need of manpower.
The “Alberta is Calling” incentive is not only designed to bring in much-needed expertise, but also to ensure long-term workforce retention by tying eligibility to tax residency and sustained presence in the province. The program represents one of several provincial strategies aligning with national immigration and employment goals, particularly focused on addressing regional economic disparities and labour market trends.
