Pathway to Permanent Residency: How Ontario’s PNP Supports Immigrants Living in the Province

Maple News reports that temporary residents already living in Ontario have multiple options to transition to permanent residency (PR) through the Ontario Immigrant Nominee Program (OINP), a key immigration initiative coordinated by the provincial government in partnership with the federal government.

Administered under Canada’s broader Provincial Nominee Program (PNP), the OINP gives Ontario the authority to nominate individuals who align with the region’s economic needs and labor shortages. As Ontario continues to be the most popular destination for newcomers in Canada, this program serves as a strategic tool to attract and retain talent.

There are currently 11 PNPs across the country, but Ontario’s program is particularly robust and is subdivided into several streams targeting skilled workers, international students, entrepreneurs, and individuals with Ontario work experience.

For those already residing in the province, three OINP streams require applicants to currently live—or have previously lived—in Ontario to qualify. These are ideal for candidates who have integrated into the community and built ties to the local workforce.

One notable example is the Skilled Trades Stream, which falls under the OINP’s Human Capital Category. To be eligible, applicants must currently reside in Ontario and hold a valid work permit. This stream targets individuals with experience in eligible trades-based professions, such as construction, manufacturing, and maintenance.

Importantly, the Skilled Trades Stream is aligned with the federal Express Entry system. This means that successful nominees receive an additional 600 Comprehensive Ranking System (CRS) points, significantly increasing their chances of receiving an invitation to apply (ITA) for PR from Immigration, Refugees and Citizenship Canada (IRCC).
