U.S. Land Border to Reopen for Vaccinated Canadian Travelers Starting November 8

Maple News reports that the United States will officially reopen its land and ferry borders to fully vaccinated travelers from Canada beginning November 8, marking the end of a 19-month shutdown due to COVID-19 restrictions.

Secretary of Homeland Security Alejandro Mayorkas confirmed that this policy shift aligns with broader changes to U.S. international travel rules taking effect in November. Canadian and Mexican travelers entering for non-essential purposes—such as tourism or visiting family—will now be allowed entry, provided they can show proof of full COVID-19 vaccination.

“Cross-border travel generates vital economic activity in border communities and enhances the economies on both sides of the border,” Mayorkas said in an official statement. “We’re pleased to move forward in a safe and sustainable way.”

The lifting of border restrictions will occur in two phases. In the first phase, beginning November 8, non-essential travelers who are fully vaccinated can cross land and sea borders into the U.S. The second phase, set to begin in early January 2022, will extend the vaccination requirement to all travelers, including those deemed essential—such as truck drivers, students, and healthcare professionals.

Unvaccinated foreign nationals will not be permitted to enter the U.S. for non-essential purposes during either phase.

Congressman Brian Higgins, a long-standing advocate for reopening the U.S.-Canada border, welcomed the announcement. In a public statement, he emphasized the relief it would bring to businesses and families—particularly in border communities. “At long last, there is action by the U.S. to open the doors and welcome back our Canadian neighbors,” Higgins tweeted.

The border closure had deeply impacted local economies and separated loved ones on either side of the border. Communities with heavy cross-border ties, such as in New York, Michigan, Ontario, and Quebec, are expected to benefit significantly from the resumption of travel.

Maple News will continue to monitor developments as the reopening plan unfolds and further guidance is released by U.S. border authorities.
