Maple News reports that the Manitoba Provincial Nominee Program (MPNP) has issued 426 Letters of Advice to Apply (LAAs) in its latest draw, held on October 7. The province invited candidates across three key immigration streams as part of its ongoing efforts to attract skilled workers and international graduates.
The majority of invitations—350—were extended through the Skilled Workers in Manitoba stream. Candidates needed a minimum Expression of Interest (EOI) score of 446 to qualify. An additional 21 invitations went to applicants in the Skilled Workers Overseas category, where the minimum EOI score was significantly higher, at 729. Meanwhile, 55 invitations were distributed through the International Education Stream, which does not require an EOI score.
Out of all invitations issued, 84 were granted to candidates who declared a valid Express Entry profile and job seeker validation code. This demonstrates Manitoba’s continued alignment with Canada’s federal Express Entry system in sourcing top-tier immigration talent.
Express Entry is Canada’s primary system for managing applications under three federal skilled immigration programs: the Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program. Candidates in the Express Entry pool are evaluated using the Comprehensive Ranking System (CRS), which allocates points based on factors such as age, work experience, education, and language skills.
A provincial nomination from Manitoba or any other province significantly boosts an Express Entry candidate’s CRS score by 600 points. This virtually guarantees an invitation to apply for permanent residence in a subsequent federal draw.
Manitoba utilizes the MPNP to select candidates capable of contributing to its economy and communities. Interested applicants must first submit an EOI, indicating their interest and qualifications. Candidates are then evaluated on a 1,000-point scale, which considers elements such as work experience, education, language proficiency, and ties to the province.
The Skilled Workers streams aim to support Manitoba’s labor market by targeting individuals who are already working in the province, have job offers, or international experience relevant to key regional sectors. The International Education Stream supports recent graduates from Manitoba institutions, making it easier for them to stay and build careers within the province.
