Canada Eyes Gradual Border Reopening for Fully Vaccinated Travelers

Maple News reports that Prime Minister Justin Trudeau has announced plans for a phased reopening of Canada’s border, beginning with travelers who are fully vaccinated. Speaking at a virtual event on June 7, Trudeau emphasized a cautious and science-based approach, aimed at minimizing the risk of new COVID-19 outbreaks as international travel resumes.

“We are considering how to welcome tourists back in a phased manner as case numbers decline in Canada, the United States, and globally,” Trudeau said. He stressed that ensuring travelers are fully vaccinated will be a key requirement to reduce the threat of a potential fourth wave, which, he warned, could be devastating to both the economy and public morale.

While no firm date has been provided for the reopening, reports suggest Canada could ease restrictions as early as late June or July. According to discussions with Public Safety Minister Bill Blair and border-city mayors, meeting Canada’s vaccination benchmarks—75% of the population with one dose and 20% fully vaccinated—would be a prerequisite. This target appears to be within reach by June 21, when current border measures are due for review.

Trudeau reiterated on June 8 that the first steps toward reopening would prioritize individuals who are fully vaccinated. Those travelers may be permitted to enter Canada without undergoing a mandatory quarantine, provided they test negative for COVID-19 upon arrival.

“These decisions will be guided by science,” the Prime Minister stated. “People who have received both doses are better protected and less likely to transmit the virus or place strain on our health care system.”

However, questions remain about how travelers will be asked to verify their vaccination status. The federal government is still working on the logistics of requiring proof of immunization.

Although some officials privately suggest July is a more realistic start for the first phase of reopening, the government has said public health metrics—not fixed timelines—will determine the pace of reopening. If current trends in vaccination and case numbers hold, fully vaccinated travelers from the U.S. and other countries could be among the first to cross into Canada under relaxed rules.

According to Maple News, this step would mark a significant shift after over a year of strict border controls, and may serve as a turning point in restoring international mobility while supporting economic recovery.
