Canada Considers Halting International Student Arrivals to Ontario Amid COVID-19 Surge

Maple News reports that the Canadian federal government is reviewing a potential temporary suspension of international student arrivals to Ontario, following a request from the province amid rising COVID-19 cases.

During a press conference on April 30, Prime Minister Justin Trudeau stated that Ontario Premier Doug Ford had requested federal support to restrict the entry of international students. “Because Ontario is the only province requesting this measure, we are willing to work closely with them,” Trudeau said. Discussions with provincial officials are underway to formalize such a request.

However, the Premier’s office later clarified that no formal demand had been made to suspend student arrivals. Instead, Premier Ford emphasized broader concerns, calling on Ottawa to tighten border controls. He urged the federal government to impose hotel quarantine requirements—currently mandatory for air travelers—on those entering the country by land.

At present, international students enrolled in designated learning institutions (DLIs) are exempt from Canada’s general travel restrictions. These students are still required to follow mandatory quarantine protocols and undergo multiple COVID-19 tests upon arrival.

The federal government maintains jurisdiction over international border measures. Therefore, any provincial request affecting foreign entries—including student travel—must be approved and enforced by Ottawa.

The situation unfolds as Ontario grapples with a critical surge in COVID-19 cases. On April 30 alone, the province reported 3,887 new infections, the highest nationwide. Ontario hospitals reached record admission levels in mid-April, with nearly 2,400 patients receiving care at the peak.

In response to the escalating health crisis, Ontario accelerated its vaccination rollout, with officials projecting that all adults over 18 will be eligible to book vaccine appointments by May 24.

While the proposal to limit international student arrivals is still under consideration, no timeline has been issued for its enactment or duration. Maple News will continue to monitor developments impacting international students and immigration policy across Canada.
