Maple News reports that Manitoba conducted an atypical round of invitations on April 19 through its Provincial Nominee Program (MPNP), focusing exclusively on overseas candidates. A total of 399 individuals received invitations to apply for a provincial nomination under the Skilled Workers Overseas stream, with a significant emphasis on Express Entry applicants.
The unique draw did not include candidates from the province’s Skilled Workers in Manitoba or International Education Stream categories, making it an unusual departure from Manitoba’s typical invitation strategy. Among those invited, 369 were Express Entry candidates who achieved a minimum Expression of Interest (EOI) score of 612. An additional 30 invitations were sent to candidates through targeted Strategic Recruitment Initiatives, requiring a minimum EOI score of 703.
Manitoba utilizes its Expression of Interest system to rank candidates out of 1,000 points, considering factors such as work experience, education, language proficiency, and connections to the province. Express Entry candidates must have maintained active profiles to be eligible for nomination and will now have 60 days to submit a complete application upon receiving their Letter of Advice to Apply (LAA).
The Skilled Workers Overseas stream is tailored for individuals with strong ties to Manitoba, including close relatives in the province, prior work or education experience, or those specifically invited through strategic initiatives. Importantly, these candidates do not need to be physically present in Manitoba to qualify.
For Express Entry candidates, a provincial nomination significantly boosts their chances of receiving permanent residency. A nomination adds 600 points to their Comprehensive Ranking System (CRS) score, virtually guaranteeing an Invitation to Apply (ITA) in a future federal Express Entry draw. This makes provincial nominations a powerful pathway for prospective immigrants aiming to settle in Canada.
Unlike direct Express Entry draws held by the federal government, the Manitoba PNP draw allows the province to address specific labor market needs by selecting qualified candidates with relevant skills. The approach ensures that Manitoba continues to attract and retain international talent essential to its economic growth.
