Canada Tightens Border Controls: Negative COVID-19 Test Required for Entry

Maple News reports that starting January 7, 2021, Canada will require all incoming travellers to present a negative COVID-19 PCR test taken within 72 hours before their scheduled departure. This new measure comes in response to growing concerns over rising COVID-19 cases across the country, as well as pressure from provincial leaders to strengthen border protocols.

The PCR test—regarded as the most reliable method for detecting active coronavirus infections—must be completed prior to boarding flights to Canada. However, this new testing requirement does not replace the current mandatory 14-day quarantine period. According to Public Safety Minister Bill Blair, additional border personnel will be deployed at ports of entry to ensure travellers understand and comply with the updated regulations.

All travellers must continue to follow Canada’s quarantine rules by law. This includes having a detailed plan for self-isolation, covering needs such as transportation to their quarantine location and access to essential services like groceries and medication. Penalties for non-compliance are steep, with violators facing fines up to CAD $750,000 or up to six months in prison.

Exemptions from quarantine may be granted in specific cases based on humanitarian grounds, such as visiting a dying relative or attending a funeral. Travellers must secure approval from Canadian authorities prior to their journey if they wish to apply for such exceptions.

The new travel rule follows calls from Quebec’s Health Minister Christian Dubé, who urged federal officials to implement stronger screening measures at the border. Quebec has also closed non-essential businesses as part of its broader effort to contain the virus.

Canada has surpassed 550,000 confirmed COVID-19 cases as of late December, with the winter season spurring a nationwide surge. In response, the government has rolled out its vaccination campaign, beginning with the Pfizer-BioNTech vaccine, followed soon after by shipments of the Moderna vaccine.

To date, more than 70,000 people across Canada have received the Pfizer vaccine, marking an important first step in the country’s immunization strategy.

Travellers are also required to use the ArriveCAN mobile application prior to entering Canada. The app collects personal data, travel itineraries, and daily health self-assessments, helping authorities monitor compliance with public health requirements.

1. Provide a negative PCR COVID-19 test result from no more than 72 hours before departure.
2. Present a detailed 14-day quarantine plan with access to essential goods.
3. Install and complete all required forms on the ArriveCAN mobile app.
