Saskatchewan Rewards Bilingual Candidates with Extra Points in Provincial Nominee Program

Maple News reports that Saskatchewan has introduced a new incentive for bilingual immigration candidates, offering additional points under its Provincial Nominee Program (PNP). This policy, which took effect on November 24, 2023, is aimed at attracting skilled individuals who can communicate in both of Canada’s official languages—English and French.

The update applies specifically to the International Skilled Worker – Express Entry stream of the Saskatchewan Immigrant Nominee Program (SINP). Bilingual applicants may now receive up to 10 bonus points towards their Expression of Interest (EOI) profile. The number of points awarded is determined by the applicant’s level of fluency in their second language.

Saskatchewan’s points-based selection system evaluates candidates across several categories, including age, education, work experience, language proficiency, and connection to the province. To be entered into the EOI pool, candidates must score at least 60 out of a possible 110 points. Bilingualism can now significantly improve a candidate’s ranking and overall chances of selection.

The SINP evaluates education credentials with a maximum of 23 points—Master’s or PhD holders may receive full points, while trade certificate holders receive a smaller allocation. Applicants can earn up to 15 points for work experience, 30 points for language proficiency (now potentially higher due to bilingualism), 12 for age, and another 30 for factors related to adaptability.

A strong provincial connection also enhances a candidate’s chances. Points are awarded for a valid job offer in the province or having close family residing in Saskatchewan. Eligible relatives include parents, siblings, grandparents, aunts, uncles, cousins, nieces, nephews, and relevant in-laws or step-relations.

This move aligns with Canada’s broader immigration goals of promoting bilingualism and strengthening the Francophone presence in provinces outside Quebec. By incentivizing bilingual talent, Saskatchewan aims to diversify its labor market and better integrate newcomers.

This policy also reflects a growing trend across several Canadian provinces to modify their nominee programs to attract highly adaptable and skilled candidates. For bilingual immigrants, Saskatchewan just became significantly more appealing.
