Maple News reports that the Québec Experience Program (Programme de l’expérience québécoise, or PEQ) has officially transitioned to a fully digital application system through the Arrima online platform. Applicants can now submit their documents, pay any associated fees, and complete the entire process electronically.
Starting January 26, 2021, all PEQ applications must be filed online via Arrima. The Ministry of Immigration, Francisation and Integration (MIFI) will no longer accept paper-based submissions. This change reflects Québec’s broader efforts to modernize its immigration processes and improve efficiency.
Previously, paper applications were permitted until January 25, 2021, allowing a grace period for applicants to adjust to the new system. However, the province is now enforcing strict digital procedures to streamline its services and reduce processing times.
Arrima, developed by MIFI, was launched in 2019 to manage immigration applications more effectively—especially those under the Regular Skilled Worker Program (Programme régulier des travailleurs qualifiés). The platform evaluates candidates based on key criteria such as education, work experience, and language proficiency. Eligible applicants may then receive an invitation to apply for a Certificat de sélection du Québec (CSQ).
Québec’s shift to Arrima has already shown positive outcomes. The province moved away from the outdated ‘first-come, first-served’ system that previously caused delays of up to three years.
The digital shift also applies to other programs. International students have been able to apply via Arrima since Spring 2020. However, beginning January 26, they too must follow the mandatory online submission process.
Looking ahead, Québec plans to use Arrima for three upcoming pilot programs targeting permanent immigration pathways for workers in the health, information technology, and agri-food sectors. These pilots are expected to launch in the coming weeks, with online document submission being a standard requirement.
This transition is part of Québec’s wider strategy to align immigration more closely with labour market demands while using technology to improve fairness and accountability in application processing.
