Maple News reports that Quebec has invited 233 candidates to apply for permanent selection through the Arrima portal as part of its Regular Skilled Worker Program (Programme régulier des travailleurs qualifiés – PRTQ). These invitations were issued on December 16, according to details released today by the Ministry of Immigration, Francisation and Integration (MIFI).
This latest round focused on two specific categories of applicants. The first group included individuals with a validated job offer in Quebec, while the second group comprised foreign nationals residing in Quebec under special diplomatic or intergovernmental statuses, such as diplomats, United Nations representatives, and consular officials. This category could also include their accompanying staff, in accordance with Article 26 of Quebec’s immigration regulations.
To be considered under the PRTQ, candidates must first submit a Declaration of Interest (DI) via Arrima, Quebec’s online immigration platform. MIFI evaluates candidates in the pool based on factors like labor market demands and the potential for successful social and economic integration.
Established in 2018, Arrima replaced the ‘first-come, first-served’ paper-based system with a more dynamic, merit-driven selection model. It allows Quebec to better align immigration with labor shortages and long-term demographic needs.
Eligible candidates aged 18 and over can register on Arrima and submit their DI. Once an invitation is issued, the selected individuals are given a limited period to submit their complete application for permanent selection, including all required documentation and processing fees.
Applications are then assessed using Quebec’s PRTQ points-based selection grid, which evaluates various criteria such as language proficiency, work experience, education, age, and ties to Quebec.
Quebec’s immigration programs are managed independently from federal Canadian immigration pathways, meaning the province sets its own rules and selection priorities through programs like the PRTQ and Quebec Experience Program (PEQ).
This targeted approach helps the province attract talent aligned with its economic and social goals, ensuring that immigration contributes meaningfully to local growth and cultural cohesion.
