Quebec Issues 231 Invitations to Skilled Workers and Exceptional Talent in Latest Immigration Draw

Maple News reports that on August 28, 2025, the Quebec Ministry of Immigration, Francization and Integration (MIFI) extended 231 invitations to apply for a Quebec Selection Certificate (CSQ) under its Skilled Worker Selection Program (Programme de sélection des travailleurs qualifiés – PSTQ).

This latest draw targeted individuals applying through two distinct streams: Stream 1, focused on highly qualified candidates with specialized skills, and Stream 4, intended for individuals possessing exceptional talent. The selection criteria reflect Quebec’s ongoing efforts to match immigration with the province’s economic and societal needs.

According to Maple News, 227 of the invitations were issued through Stream 1. These candidates were required to already reside in Quebec and possess a qualifying diploma from a recognized Quebec institution. Eligibility included having completed either 30 university-level credits or a diploma program of at least 900 hours at a college or vocational secondary level. Additionally, invitees had to earn a minimum score of 760 on Quebec’s points-based evaluation grid, demonstrating strong potential for integration and contribution to Quebec’s labor market.

The remaining four invitations were issued under Stream 4, which targets individuals demonstrating exceptional talent. To qualify, candidates needed to hold a PhD and have at least three years of professional experience in their primary occupation within the past five years. These criteria are designed to attract high-caliber professionals capable of making significant contributions to research, innovation, and economic development in Quebec.

This draw follows Quebec’s recent announcement earlier this year outlining a proposed immigration strategy for 2026 to 2029. Immigration Minister Jean-François Roberge shared plans for increased recruitment of skilled talent to address labor shortages and ensure that immigration continues to support Quebec’s demographic and economic goals.

The province has also taken proactive steps to fine-tune its immigration streams, boost French proficiency among newcomers, and align educational achievements with job market demands. MIFI’s diversified immigration approach highlights Quebec’s long-term commitment to attracting talent that strengthens both its economic resilience and cultural identity.
