Ontario Tightens Application Rules for Provincial Nominee Program

Maple News reports that Ontario has issued updated guidelines for applicants under the Ontario Immigrant Nominee Program (OINP), focusing on improving application completeness and reducing processing delays.

The province now requires candidates to submit complete applications, warning that any missing documentation may result in applications being returned. These stricter standards apply to individuals applying through Ontario’s Express Entry streams and Expression of Interest (EOI) system.

A key update affects applicants with foreign educational credentials. To be awarded points for education under the Express Entry system, individuals must obtain an Educational Credential Assessment (ECA). Among the authorized organizations, World Education Services (WES) is specifically referenced by Ontario.

Importantly, applicants must ensure that WES is authorized to share their ECA report directly with the OINP—not just with Immigration, Refugees and Citizenship Canada (IRCC). This authorization must be set up by ordering an “additional report” through WES and selecting the Ontario Immigrant Nominee Program as the recipient.

Failing to authorize WES to send the report to OINP will result in the application being marked as incomplete. In such cases, the province will return the application and refund the fee. However, candidates won’t be able to reapply unless Ontario issues them another Notification of Interest.

These updated guidelines highlight Ontario’s focus on efficiency and accuracy in its immigration intake system. By encouraging fully completed applications, the province aims to streamline assessments and ensure priority is given to applicants who follow proper procedures.

As demand for immigration to Ontario continues to rise, especially among skilled workers and international graduates, following precise submission steps is becoming more critical than ever.
