Maple News: Canada Tightens LMIA Rules for Low-Wage Jobs — Eight-Week Ads and Youth Recruitment

Maple News reports that Canada is tightening the Labour Market Impact Assessment (LMIA) requirements for the low-wage stream of the Temporary Foreign Worker Program (TFWP), effective April 1, 2026. Employers must now advertise vacancies for eight consecutive weeks—doubling the former four-week minimum—and demonstrate efforts to recruit youth before hiring a foreign worker.

Advertising must occur within the three months before the LMIA application, and at least one of the mandated recruitment activities must continue until Employment and Social Development Canada (ESDC) issues a positive or negative LMIA decision. The changes add to the existing advertising obligations and require employers to adjust their recruitment timelines accordingly.

For employers, the longer advertising period means more lead time before an LMIA can be filed. Those planning to hire through the low-wage stream should factor the extended window into their recruitment strategies and scheduling.

The updated rules also place a new emphasis on reaching and encouraging youth to apply, aligning with broader federal aims to strengthen domestic labor participation and create pathways for young Canadians in the job market.

Maple News will continue to monitor these developments and provide guidance for employers, workers, and stakeholders navigating the TFWP and LMIA requirements.
