IRCC Unveils Canada’s First AI Strategy to Modernize Immigration

Maple News reports that Immigration, Refugees and Citizenship Canada (IRCC) has published its first AI strategy, outlining guiding principles, objectives, opportunities, and a framework for classifying AI use cases.

The strategy centers on human-centered and accountable AI, transparency and explainability, fairness and equity, strong privacy and security, and reliability in methods and results.

Among its expected outcomes, IRCC highlights potential reductions in processing times and enhanced anti-fraud measures, including the use of computer vision for real-time fraud detection.

The document also introduces a three-tier framework for AI use cases: Everyday, Program, and Experimental. Everyday AI covers administrative tasks such as document summarization, application triage, and client inquiries.

Program use involves AI to inform program operations, including data analysis and providing decision-makers with assessments and recommended options—for instance flagging straightforward, low-risk files for expedited officer decisions.

The Experimental category contemplat es more sophisticated analytics to shape program decisions, such as modelling immigration flows and forecasting impacts on Canada’s economy. IRCC notes that refusals will always be based on human judgment, as tools do not refuse or recommend refusals.

Beyond the policy outline, Maple News observes that this signposts a broader move toward AI-assisted public service in Canada, with ongoing safeguards, governance, and evaluation. For applicants and employers, the approach promises faster processing with continued human oversight and accountability.
