Canada’s Provincial Nominee Programs: Key Immigration Highlights from May 2021

Maple News reports that Canada’s Provincial Nominee Programs (PNPs) saw robust activity throughout May 2021, with provinces actively issuing invitations to skilled workers, international graduates, and entrepreneurs seeking permanent residence.

The PNP system enables individual Canadian provinces and territories—excluding Quebec and Nunavut—to select immigration candidates who align with their specific labor market needs. This decentralized approach allows regions to attract talent and support local economic growth by nominating individuals most likely to succeed in their communities.

Every PNP is uniquely tailored, with different eligibility criteria based on regional priorities. Successful nominees can then apply for Canadian permanent residence, either through a base or enhanced stream.

Base PNP streams operate independently of the federal Express Entry system. Candidates apply directly to the province, and if nominated, must submit a separate application to Immigration, Refugees and Citizenship Canada (IRCC) to complete their permanent residency process.

Enhanced PNP streams, on the other hand, are aligned with the federal Express Entry system. Provinces select candidates from the Express Entry pool who meet targeted criteria. Those who receive a provincial nomination through this route are awarded an additional 600 Comprehensive Ranking System (CRS) points, dramatically boosting their chances of receiving an Invitation to Apply (ITA) for permanent residence.

These programs have become a critical entry pathway for immigrants. According to Canada’s multi-year immigration plan, over 80,000 newcomers are expected to become permanent residents annually through PNPs by 2023.

As Canada sharpens its focus on regional immigration to address labor shortages and bolster population growth outside major urban centers, PNPs are expected to play an even greater role in shaping the country’s immigration landscape.
