The DPM will be implemented in three overlapping phases:
– Phase 1 focuses on stabilizing the current GCMS system and reducing technical debt—legacy issues that hinder innovation.

– Phase 3, the most complex and already underway, involves the launch of the new digital infrastructure and associated business processes. This phase is expected to be completed by December 2026.
By modernizing its digital backbone, IRCC hopes to better manage growing application volumes while increasing operational agility. DPM will also enhance program integrity, ensuring that cases are processed with increased accuracy and fairness.
