Canada Unveils ‘CAN Work Philippines’ to Fast-Track Recruitment of Skilled Filipino Workers

Maple News reports that Immigration, Refugees and Citizenship Canada (IRCC) has officially launched ‘CAN Work Philippines,’ a new pilot program aimed at accelerating work permit processing for skilled Filipino workers. The initiative was announced by the Honorable Marc Miller, Canada’s Minister of Immigration, and will operate out of the Canadian visa office in Manila.

Designed to meet Canada’s pressing labor market needs, the pilot offers streamlined processing for Canadian employers recruiting in the Philippines—particularly those hiring 50 or more workers or seeking talent for critical sectors such as healthcare, construction, and agri-food. The program also features group scheduling for medical examinations and biometrics, making the pre-departure process more efficient for workers.

A key requirement for employers to participate in CAN Work Philippines is their adherence to ethical recruitment practices, as outlined by the International Organization for Migration (IOM). This ensures that the hiring process protects the rights and welfare of foreign workers.

Reinforcing this commitment, IRCC has pledged $200,000 in funding to the IOM. The funds will support collaboration between the IOM and the Philippine government and help run training programs, ultimately promoting the IOM’s Fair and Ethical Recruitment Due Diligence Toolkit to organizations hiring in the country.

“Every year, thousands of temporary foreign workers from around the world bring their skills to Canada, helping grow our economy and fill labor shortages,” said Minister Miller. “This initiative not only enhances Canada’s competitive edge in attracting global talent but also protects the integrity and dignity of the workers involved.”

The Philippines continues to be a leading source of skilled workers immigrating to Canada. By strengthening bilateral ties, this program supports economic goals while prioritizing humane and transparent recruitment.
