To be considered fully vaccinated under Canadian guidelines, individuals must have received their final dose at least 14 days before arrival.
Despite these new flexibilities, international students are reminded that a quarantine plan remains essential. Canadian border officers have the authority to assess eligibility for quarantine exemptions. If travelers fail to meet the criteria—for example, due to incomplete vaccination or other documentation issues—they may still be required to quarantine.
The federal government has emphasized these requirements in its latest guidance for international students traveling for the fall semester. To enter Canada, students need a valid study permit or a letter of introduction confirming study permit approval. Additionally, they must be enrolled in a Designated Learning Institution (DLI) with an approved COVID-19 readiness plan.
Students traveling from India face added hurdles, as direct flights remain suspended until at least August 21. Those affected must take alternate indirect routes and secure a negative COVID-19 test in a third country before continuing to Canada.
Educational institutions are responsible for supporting students in developing adequate quarantine plans as part of their COVID-19 protocols. These plans should address accommodation, access to essentials like food and healthcare, and comply with public health guidelines. Finalized quarantine plans must be submitted through the ArriveCAN app before arrival.
Even students who are fully vaccinated must upload their vaccination proof to ArriveCAN, ensuring it is either in English or French. Documents in other languages require a certified translation.
