Maple News reports that, as of October 23, Canada has introduced a new permanent residence pathway tailored for Ukrainian nationals currently residing in the country with temporary status. This initiative is part of the government’s ongoing commitment to support those affected by the war in Ukraine and promote family reunification.
Under this new measure, Ukrainian nationals who meet specific eligibility criteria can apply for permanent resident status. To qualify, applicants must have close relatives in Canada—either Canadian citizens or permanent residents. Eligible family relationships include a spouse, common-law partner, parent, grandparent, child, grandchild, or sibling (including half-siblings).
To be considered for the program, applicants must currently be in Canada with valid temporary resident status, or have applied to restore their status within 90 days of expiry. Additionally, they must provide either a passport or acceptable forms of identity documentation, and be deemed admissible to Canada.
The pathway is divided into two categories:
Category 1 applies directly to Ukrainian nationals. These individuals must provide a signed statutory declaration (IMM 0191) from their relative in Canada, confirming the family linkage.
Category 2 covers spouses or common-law partners of Ukrainian nationals whose family members are in Canada—provided the Ukrainian partner cannot leave Ukraine, is missing, deceased, or presumed deceased. This compassionate ground ensures that those supporting loved ones from abroad have an opportunity for reunification.
The launch of this special pathway reaffirms Canada’s humanitarian stance and strengthens its support system for those displaced by conflict. Officials emphasize the importance of maintaining family unity and providing safe, stable environments for immigrants attempting to rebuild their lives in Canada.
Applications opened on October 23, and eligible individuals are encouraged to gather documentation and apply promptly, as programs like this may be subject to change depending on political and global circumstances.
