Maple News reports that Immigration, Refugees and Citizenship Canada (IRCC) has launched a new automated processing system for the International Experience Canada (IEC) program, aimed at reducing application wait times and improving efficiency for young foreign nationals seeking work permits in Canada. Officially rolled out on November 7, 2023, the tool is part of IRCC’s broader effort to modernize its immigration processes using advanced technology.
The automation tool primarily serves two functions: triaging and preliminary eligibility assessments. It categorizes applications based on complexity and routes them accordingly. Straightforward, routine applications are flagged for faster, streamlined processing, while more complex cases are passed on to officers with the relevant expertise.
Importantly, the tool does not make final decisions on application refusals. Only a human IRCC officer can refuse an application, ensuring that critical decisions remain in human hands. In instances where eligibility cannot be confirmed automatically, the application is escalated for manual review.
IRCC has developed the tool in compliance with Canada’s Treasury Board Directive on Automated Decision-Making, including completing an Algorithmic Impact Assessment (AIA) to evaluate potential risks. The system was rated as having a ‘moderate’ impact level, and IRCC has implemented numerous safeguards, such as privacy protections, anti-discrimination audits, and overrides that allow officers to amend automated assessments.
These developments reflect IRCC’s commitment to responsible innovation, balancing technological advancement with transparency, fairness, and compliance with human rights and data privacy standards.
