Under this exemption, foreign amateur athletes participating in a recognized international single-sport event — such as tournaments or competitions — may bypass some of the stricter entry barriers, including the standard 14-day quarantine rule. To qualify, athletes must be affiliated with an official sports organization in their home country, such as USA Weightlifting for American competitors.
Support personnel essential to the athlete’s participation, including coaches and medical staff, are also eligible, provided they are similarly affiliated with a recognized organization. A critical requirement for all participants is a letter of authorization from the Deputy Minister of Canadian Heritage, confirming their role in the event. This letter must be requested by the Canadian national sports organization hosting the event and serves as a key document throughout the travel process.
However, the letter alone does not guarantee entry into Canada. Travelers must also hold a valid Temporary Resident Visa (TRV) or an Electronic Travel Authorization (eTA), depending on their nationality. For example, U.S. citizens are not required to obtain either, but citizens of other countries must secure the appropriate documentation. Applications for these documents may also qualify for expedited processing if tied directly to a recognized sporting event.
Once at the Canadian border, immigration officials have the ultimate authority to admit or deny entry. Factors such as displaying COVID-19 symptoms or having a criminal record could still prevent admission, regardless of granted authorizations or travel documents. Additionally, all travelers must clearly state that the primary purpose of their visit is to participate in the approved sporting event.
To support the expedited processing of TRVs and eTAs, applicants must follow clear steps established by Immigration, Refugees and Citizenship Canada (IRCC). Athletes and personnel are advised to apply at the advised time and may be required to submit a web form to request fast-tracked processing.
