Canada Advances Strategy to Attract Global Talent Through International Skills Missions

Maple News reports that Immigration, Refugees and Citizenship Canada (IRCC) is making headway on its international Skills Missions initiative—an essential component of its broader Strategic Immigration Review published in October 2023.

According to documents obtained through an Access to Information request, the IRCC is actively building the foundation for deploying Skills Missions worldwide. These missions are designed to help recruit high-skilled talent from abroad in a structured and strategic manner. The goal: to support Canada’s economic growth and fill pressing workforce gaps.

Skills Missions bring together IRCC officials, provincial and territorial representatives, and employers to engage with potential immigrants in countries that have rich pools of skilled labour. This collaborative effort enhances Canada’s ability to connect directly with foreign talent and create streamlined pathways for immigration.

Although oversight of the initiative is expected to fall under the newly created role of Chief International Talent Officer (CITO), IRCC has yet to confirm an appointment to this position. Nonetheless, the department reports “significant progress” in planning, detailing recruitment practices, defining goals, and initiating early discussions with key stakeholders.

Feedback gathered during the development of the Strategic Immigration Review highlighted a common concern from employers: the process of hiring talent from abroad is often complex and unclear. IRCC hopes that Skills Missions will simplify this experience by offering direct connections with prospective hires and supporting employers through the immigration process.

Some provinces are already running similar efforts through the Provincial Nominee Program (PNP). For example, Manitoba frequently nominates foreign professionals under its Skilled Worker Overseas category through Strategic Recruitment Initiatives. These efforts are aimed at addressing specific labour market needs with overseas talent.

The Skills Missions initiative will also align with other federal immigration goals, including increasing the number of French-speaking immigrants outside Quebec and diversifying the origin countries of newcomers to Canada. Though IRCC has not yet revealed specific countries being targeted, the global approach underscores Canada’s commitment to inclusive and balanced immigration growth.

With Canada’s ambitions to retain its global competitiveness and address demographic and labour challenges, Skills Missions represent a modern, proactive approach to ensuring the nation continues to attract the world’s best talent.
