Maple News reports that Manitoba’s Provincial Nominee Program (MPNP) is shifting to targeted draws for candidates who hold Manitoba-specific open work permits issued under the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP). The policy is designed to streamline pathways for workers already rooted in Manitoba’s economy to pursue provincial nomination.
Applicants who received a Manitoba Support Letter will be invited to apply (ITA) for provincial nomination in an upcoming draw.
ITAs will be issued based on the Support Letter approval date, with priority given to those approved between April 22 and June 30, 2025. Invitations will be sent to the email address provided in the Support Letter application.
Those approved for Support Letters after June 30, 2025 will receive updates from the MPNP about ITA issuance at a later date.
Note that receiving an ITA does not automatically guarantee that the ITA code associated with the TPP can be used in an Expression of Interest (EOI). To claim the TPP ITA code in an EOI, candidates must meet several criteria, including: holding a valid Manitoba-specific open work permit issued under the TPP; ineligibility for those who previously received a Support Letter in 2025 but now hold a non-TPP work permit; current full-time employment in Manitoba with a long-term commitment; at least six months of continuous in-province employment (one year for graduates from outside Manitoba); meeting all educational, training, licensing, or certification requirements for their occupation; demonstrating English or French proficiency; a strong employment connection to Manitoba relative to other provinces; and submitting a settlement plan outlining intent to reside, work and establish ties in Manitoba as a permanent resident.
Additionally, applicants must meet the Skilled Worker in Manitoba pathway requirements and not fall under any exclusions. If a candidate has six months (or one year for out-of-province graduates) of in-province work but not with their current employer, they may not meet the Skilled Worker criteria yet can still claim the TPP ITA code.
