According to Maple News, Manitoba has issued 911 Letters of Advice to Apply (LAAs) in its latest Provincial Nominee Program (PNP) draw, which was held on September 18. The invitations were extended to candidates under the Skilled Worker in Manitoba and Skilled Worker Overseas streams.
This round of invitations was unique in that it did not disclose a minimum cut-off score. Instead, selections were made based on candidates’ alignment with Manitoba’s labour market needs and their participation in strategic recruitment initiatives or pathways enabled by temporary public policy.
Among the 911 LAAs issued, the vast majority—847—were granted through a temporary public policy designed to facilitate work permits for potential provincial nominees. This policy aims to ease the transition of skilled candidates into Manitoba’s workforce as part of the province’s long-term economic strategy.
Other recruitment streams under this draw included Employer Services (18 invitations), Regional Communities (18), Francophone Community (24), and Ethnocultural Communities (4). These targeted pathways play a key role in building a more diverse and inclusive provincial labour market by reaching out to underrepresented groups and addressing regional economic priorities.
Additionally, 341 of the invited candidates had valid Express Entry profile numbers and job seeker validation codes, which may enhance their chances of receiving a subsequent Invitation to Apply (ITA) for permanent residence through the federal Express Entry system.
Manitoba’s consistent use of targeted draws under the MPNP reflects its broader immigration strategy—focused on skilled labour alignment, economic development, and demographic renewal. These draws aim to attract individuals who not only have the skills in demand but are also likely to successfully integrate into local communities.
