Manitoba Conducts Landmark Immigration Draw, Invites Over 3,300 Candidates

Maple News reports that the province of Manitoba has issued 3,347 Letters of Advice to Apply (LAAs) through its Provincial Nominee Program (PNP) on September 4, 2025—one of the largest immigration draws in its history. The selection targeted various immigration streams, reflecting the province’s commitment to both economic needs and humanitarian considerations.

The majority of the invitations—1,866 in total—went to candidates under the International Education Stream. This category supports international graduates from Manitoba institutions who demonstrate strong employability due to in-demand skills and educational qualifications aligned with the local labour market.

In a notable humanitarian effort, 1,466 LAAs were allocated to candidates under the Skilled Worker in Manitoba stream who identified as citizens of Ukraine. This special selection has been part of Manitoba’s continued support for those affected by the ongoing conflict in Ukraine, reaffirming Canada’s broader humanitarian immigration mandates.

Additionally, 15 invitations were granted under strategic recruitment initiatives aimed at key sectors and underrepresented communities. These included those invited through Employer Services (4 LAAs), Francophone Community initiatives (7 LAAs), Regional Community outreach (3 LAAs), and Ethnocultural Community engagement (1 LAA). The lowest ranking score among these candidates was 844, indicating high selection standards for these specialized pathways.

A total of 415 candidates also had valid Express Entry profile numbers and job seeker validation codes, which may provide faster access to federal immigration processing. This integration between Manitoba’s PNP and the national Express Entry system underscores the importance of coordinated provincial-federal immigration strategies.

This draw highlights Manitoba’s strategic approach to immigration, targeting candidates with strong local ties, valuable education or work experience, and alignment with regional community growth plans. It also continues the trend of Canadian provinces using targeted draws to attract newcomers who are well-positioned to contribute economically and socially.
