Quebec Targets Regulated Professions in Latest Skilled Worker Draw

Maple News reports that Quebec has issued 277 invitations under the Quebec Skilled Worker Program (PSTQ) in its latest Arrima draw, held on August 14, 2025. The invitations were sent to candidates who qualify under Stream 3: Regulated Professions, a category that aims to attract professionals with specialized credentials and strong French-language capabilities.

To be considered for this draw, candidates were required to meet several key criteria, including plans to work in a regulated profession classified under FEER (Francophone Economic Employment Reference) categories 0, 1, or 2. These classifications typically include occupations requiring a high level of education or licensing, such as engineering, healthcare, and legal professions.

Language proficiency was a central requirement. Eligible applicants needed to demonstrate oral French skills at level 7 or higher and written skills at level 5. If accompanied by a spouse, the latter also had to meet a minimum oral French level of 4. In addition, candidates had to be residing in Quebec and achieve a minimum score of 766 points in the province’s Expression of Interest system.

The selected profiles were taken from Quebec’s Arrima portal—the province’s dedicated platform for managing Expressions of Interest for the PSTQ. The pool of candidates considered in this round was extracted on August 11, 2025, at 6 a.m.

This targeted draw reaffirms Quebec’s commitment to selecting skilled individuals who are well-integrated into the province’s workforce and culture. By emphasizing regulated professions and French proficiency, Quebec aims to maintain high professional standards while supporting its linguistic heritage.

According to Maple News, the Arrima system continues to play a key role in Quebec’s immigration strategy. It enables the province to tailor its selection process to the needs of its labor market while reinforcing core values such as economic contribution and cultural integration.

Candidates invited in this round can now submit a formal application for a Certificat de sélection du Québec (CSQ), a crucial step toward Canadian permanent residence through the Quebec immigration stream.
