What the 2025 Express Entry Draw Trends Reveal So Far

According to Maple News, Canada has conducted 27 Express Entry draws between January 1 and July 24, 2025—matching the pace set in 2024 and outpacing the 22 draws held during the same time in 2023. However, beneath the steady frequency lies a noticeable shift: a significant increase in Provincial Nominee Program (PNP) invitations, indicating that provinces are playing a more central role in shaping immigration priorities this year.

Despite the consistent number of draws, the total number of Invitations to Apply (ITAs) issued in 2025 has dropped. Immigration, Refugees and Citizenship Canada (IRCC) issued 49,403 ITAs in the first half of this year, compared to 62,615 in 2024 and 69,148 in 2023. This decline aligns with Canada’s 2025 immigration plan, which aims to stabilize population growth amid mounting pressure on housing and public infrastructure.

This policy shift can be attributed to the federal government’s emphasis on sustainable immigration levels. To address housing affordability and settlement services, IRCC is moderating intake while still maintaining a steady flow of skilled talent through tailored pathways like category-based draws and PNP streams.

The draw frequency remains high, with several months—such as March and June—hosting four or more rounds. This suggests that more targeted immigration strategies are being deployed consistently throughout the year rather than in sporadic bursts. While overall ITA numbers are lower, diversity in draw types has expanded, reflecting Canada’s effort to align immigration with labour market needs.

As we move into the second half of 2025, experts anticipate a continued preference for PNPs and occupation-specific draws introduced in 2023. Applicants with strong provincial ties or in-demand skills, such as healthcare and technology professionals, are likely to see higher chances of selection.
