Canada to Require Full COVID-19 Vaccination for Air, Rail, and Cruise Travelers Starting October 30

Maple News reports that the Canadian federal government will soon implement mandatory COVID-19 vaccination requirements for travelers using key transportation services. Beginning October 30, all passengers aged 12 and older boarding domestic or international flights departing from Canadian airports, VIA Rail and Rocky Mountaineer trains, or cruise ships on voyages longer than 24 hours will be required to be fully vaccinated.

During a 30-day transition period, unvaccinated travelers may still board if they present a valid molecular COVID-19 test taken within 72 hours of departure. However, this option will be phased out by November 30. After that deadline, only individuals who qualify under limited exceptions—including medical ineligibility or emergency travel—will be allowed to travel without full vaccination.

To accommodate individuals living in remote communities, special provisions are being developed to maintain essential travel access. Further guidance on these measures is expected to be released soon.

The rules don’t just apply to passengers. All employees across federally regulated transportation sectors—including airlines, airports (including retail and hospitality workers), railway staff, and marine operators on Canadian vessels with a crew of 12 or more—must also be fully vaccinated. Organizations must implement mandatory vaccination policies by October 30.

Transport Canada will strictly enforce these new regulations through inspections. Employers who do not comply with vaccination mandates could face financial penalties ranging from $5,000 to $250,000 per violation.

In coordination with provincial and territorial governments, the federal government is also developing a pan-Canadian proof-of-vaccination certificate. While details on the official launch date are pending, the document is expected to be available in digital formats for use across the country.
