Canada Unveils 2024 Funding Strategy to Enhance Newcomer Settlement Services

Maple News reports that Immigration, Refugees and Citizenship Canada (IRCC) has opened its 2024 Call for Proposals (CFP), aiming to strengthen newcomer and refugee settlement services across Canada for the next five years. This major funding initiative reflects IRCC’s continued commitment to delivering timely, tailored support to immigrants as they settle into Canadian life.

The CFP 2024 application window opened on November 14, 2023, and closes on January 31, 2024. Organizations are invited to apply through the Grants and Contributions System (GCS) and may submit applications to multiple funding streams. Successful applicants could receive funding starting April 1, 2025, with eligibility for support extending through March 31, 2030.

Informed by early 2023 national consultations that engaged over 1,300 stakeholders, the 2024 CFP focuses on four strategic themes: increasing service consistency, boosting collaboration among stakeholders, building community partner capacity, and allowing greater flexibility in addressing the unique needs of clients and regions.

IRCC is specifically prioritizing improvements in delivering equitable and adaptive services to vulnerable newcomer groups. This includes introducing a more nationally uniform approach to service delivery while customizing support for those facing complex settlement barriers.

Four dedicated funding streams will shape CFP 2024: the Resettlement Assistance Program (RAP), the Francophone Integration Pathway, Equity (Capacity Building), and the Service Delivery Improvement stream. Each stream targets specific gaps and expansion goals within Canada’s broader immigration support infrastructure.

The Resettlement Assistance Program will extend to four new regions and aims to improve service accessibility and continuity for French-speaking refugees. Meanwhile, the Francophone Integration Pathway will be formally integrated into the Settlement Program, with new capacity-building goals and regional funding benchmarks set to better support Francophone newcomers.

The Equity stream, backed by up to $25 million annually, is geared toward diversifying the settlement sector, particularly by funding community organizations that have historically been underrepresented in national programs.

Through CFP 2024, IRCC seeks to reinforce Canada’s global reputation for compassionate and structured immigrant integration, ensuring that as immigration levels rise, support systems evolve to meet increasingly complex needs.
