Canada to Review Immigration Act for First Time in Two Decades

Maple News reports that the Government of Canada is launching a comprehensive review of the Immigration and Refugee Protection Act (IRPA), the country’s primary legislation guiding immigration policy. Managed by Immigration, Refugees and Citizenship Canada (IRCC), this initiative is part of a broader vision introduced under the strategy titled ‘An Immigration System for Canada’s Future’.

This new strategy seeks to modernize and strengthen Canada’s immigration system to better meet current and future demographic, economic, and social challenges. Central to this initiative are three key pillars: enhancing the newcomer experience, aligning immigration policies with labor market needs, and establishing a coordinated, future-ready growth plan.

First enacted in 2002, IRPA has not undergone a full review since its implementation over two decades ago. As the foundational legislation for most of IRCC’s programs and decision-making processes, IRPA’s modernization is seen as critical in ensuring Canada remains competitive and responsive in a rapidly changing global environment.

IRCC aims to create a more transparent, predictable, and efficient immigration system, with emphasis on fairness and timely processing. The department notes that reviewing and potentially amending IRPA will help in removing systemic barriers and foster a more welcoming experience for immigrants and refugees.

IRPA replaced the earlier Immigration Act of 1976 to reflect a clearer and more inclusive framework. It classifies foreign nationals into major categories such as economic immigrants, family-sponsored applicants, and protected persons, including convention refugees.

By updating the legislation, Canada hopes to simplify complex regulatory processes, ensure consistency across immigration decisions, and better position the country to attract and retain the skilled newcomers it needs in key sectors. The review may also lead to legislative improvements that support emerging priorities such as digital transformation and climate resilience.
